A Joystick is best over mouse.
I will offer another point of view and believe there is
absolutely no need for a HOTAS in this game. I am not against hotas, especialy the more advanced ones with, multiple hats, including analogue and digital switches. But they are in another price range, for me to even consider.
I've got
ALL keys set up on the Logitech Force Pro 3d. (discontinued) but it's really identical to the
Logitech Extreme Pro both using the software profiler that comes with the joystick. I have 4 keys spare. Some keys I do not want on the joystick , ie. Jettison All/ Cargo scoop/radar range, barely used functions.

You still need two hands.

As one hand sits on the joystick base buttons.
One button can be configured to act as a dedicated shift key button, to double the number of buttons you have, from 12-1 =11 buttons so 11 buttons x 2 =
22 Buttons! ie.
It even can shift the 'single' Hat switch, to use a different hat switch profile, 2nd virtual Hat switch.
Added to the fact the game configures the ,certain context sensitive functions , eg, when using a menu to choose items. That then gives you a virtual 3rd hat switch.
You save desktop space also. (somewhere to put your drink) . other advantage, is your hand are in a naturally more comfortable position resting on the base of the joystick. For extended hours playing this is a noticeable advantage. If you have to hold something in your left had, (your drink) and you do need to reduce throttle, It can be done with you joystick thumb whilst still holding the joystick control.
The smaller conveniently placed and designed throttle, offers the advantage in this game of that it is needed for quick movement, frequently. The hotas means your whole arm has to move, as opposed to your forefinger and thumb. Extended fighting this is noticeable.
(There is NO support for force feedback by the way)
