Wetlands I would say
Grasslands. Close but the emu and wallaby were just mandatory for me--extremely common zoo animals that aren't carnivores or ungulates--and the butterflies are by far the most flexible of the walkthrough exhibits.

Most Useful Pack Results!
This means that the 2 packs moving forward into the SUPER 6 are the North America Animal Pack and the Grasslands Animal Pack. Everything else including Arid, Eurasia, Southeast Asia and Wetlands are eliminated.
We are now onto the second part of the competition, the scenery packs! These will have the same categories as the animal packs plus a few more that are for the building pieces. Also, since there are only 6 animal packs but 10 scenery packs, 4 will move on instead of 2.

Best quality - tropical, Oceania is close but it's hard to beat the quality of the red river hog.
Aquatic, all animals are fire and still some of the most useful scenery in game
Europe, for the simple reason of has anybody ever looked into the "how would x do the packs" the general consens seems to be that europe has a pretty perfect line up of animals for its theme and i am inclined to agree.
Adding to that, the scenery is also top notch so its an all around easy choice

Still wins, no issue with the quality of the animals, the scenery is peak and the fact that the choices are high quality aswell doesnt hurtJust reminding you that this category is the best quality, not best choices
Ranking the packs by animal quality:
- Tropical: All of the animals look fantastic. No complaints about the models.
- Oceania: The Kiwi is amazing, and the quokka and penguin are pretty good, too.
- Conservation: I was impressed that they finally added a gibbon. The horse and oryx are pretty great. The leopard is also good, but it looks a bit sad from some angles.
- Africa: All of the animals are awesome models. It's a bit older, but it holds up.
- Twilight: They are pretty good.
- Europe: They're pretty good, but some of the texturing has been surpassed by recent additions.
- South America: I would love to see a slightly updated anteater, but they're honestly all pretty great.
- Aquatic: The addition of deep diving was impressive, but all of the animals have a blatantly superiour-designed counterpart in other packs.
- Australia: The cassowary remains incredible. The dingo and kangaroo are ok. The koala makes me a little sad. At least it climbs more now.
- Arctic: It's age is showing, but the designs still aren't that bad. The caribou needs work, though.

Oh man this is a hard one for me.
Tropical, Oceania, Europe, Aquatic, Conservation and Africa are all fantastic packs with great Quality both in animals and pieces
For the best combination though i think i have to go with Europe, reason being all animals look fantastic and so do the building pieces. For the rest of the packs there is always the odd one out i believe. Aquatic comes close, and so does África (so so close actually that it could be virtually a tie since i don't use the Europe pieces as much as the África pieces but this is best quality overall not usability)
