I’m gonna vote for Conservation myself, an original theme for scenery which we don’t see often as well as 4 well known endangered species with great stories behind each, while also filling gaps in the games roster at the same time (leopard, gibbon and Axolotl which was a strong want for the exhibit) and the horse and oryx were both animals that were wanted especially the horse, and they both give variety to our ungulate roster.

Conservation. I think there is not one animal that was not interesting for me. Also I like the scenery now.
 
Best choices in both animals and scenery, in my eyes that's the Conservation DLC. Great and useful scenery, beautiful plants, all great. And as for animals, each one made me so happy! Przewalski is my favorite animal in the game, siamang is one of the nicest primates in the game, oryx, leopard and axolotl are wonderful too. Axolotl may actually be my favorite exhibit animal in this game too.
 
Animal choices in Scenery DLCs is difficult because having only 4+1 species every single one of them couldn't really satisfy what people was expecting from the theme. Just look at any announcement thread in this forum and you will find lots of posts like "great pack, would be perfect if it had X instead of Y". With Australia it was the dingo instead of the emu, with Europe the badger instead of the wild hog, with Oceania the quokka instead of the tree kangaroo...
I'm going to vote Africa just because I feel it suffered the least from that problem (Africa had the most animals since base game so it was easier to fill the gaps).

Umm i'm torn between Aquatic and Conservation. Both have variety in scenery and animals. I think i'm going with Aquatic pack. All four animals are unique and different from what we had before it was released. Also the pieces are super useful: woden building pieces, faux rocks, faux tree roots, metal pieces, etc.

    • South America - Bamboo, Thatch Roofs, and Temple Pieces
    • Conservation - The pieces intended for “behind the scenes” staff areas are very versatile. Also, I like to add the more theme-focused pieces on to buildings of other themes to make them stand out.
    • Tropical - We get new temple brick pieces and a thatch system (that’s really hard to work with in my case).
  • Not considering:
    • Europe - Feels like an add-on to the Base Game Classic Theme
    • Twilight - The gothic theme is good but a little too niche.
    • Oceania - Also a little too niche. I feel like I’d use it for a tropical zoo with a more rustic/minimalist feel to it.
I narrowed it down to South America, Conservation, and Tropical.

I’m gonna go with my gut feeling and vote for Conservation.
 
At the risk of sounding bias, I’m torn between Aquatic and Oceania.

Let me explain myself; Oceania is among one of the most diverse scenery packs animal wise, and I know some people are going to be like “really? Two birds and two marsupials?”, but those are both ridiculously broad groups (both broader than artiodactyls or carnivorans) and generalizing them is kind of insane. It’s more like 1 penguin, 1 paleognathe, 1 dasyurid, and 1 macropod. The kiwi and tassie in particular are unlike anything else already in game, the former more so niche-wise and the latter more so in taxonomy.

Aquatic isn’t quite as diverse animal-wise, but the scenery is really what’s making me consider it here. Oceania has some of the more diverse scenery among the other packs, but Aquatic is just on a completely different level than everything else. We’ve had individual pieces that have since surpassed the quality and usability of some of those seen here, but that isn’t the focus and as a set it’s still one of, if not the best pack of scenery in the game. Multiple unique options for rocks, plants, statues, signs, walls, roofs, general zoo props unlike anything we’ve seen since (the murals for example), and a whole bunch of other insanely versatile stuff that almost makes it feel like a mini-base game’s worth of items. And the fact that it’s not tied to any particular theme beyond just “water” or generic zoo props certainly helps. Despite my previous statement I don’t want to downplay its animal diversity either. It’s got two admittedly very unique carnivorans but that’s about all I can think of to put against it for this ranking.

Definitely a very hard one, but I think I’m just barely going to have to give this one to Aquatic. It’s damn close though.
