Ranking the Scenery Packs By Animal Type Diversity:
  1. Aquatic: It had both a reptile and a bird for habitat animals. They all swim, but this one clearly has the best taxon diversity.
  2. Australia: It's got a bird, a reptile in the exhibit box, out first 2 marsupials, and a carnivoran.
  3. South America: This one had a primate, which is underreprented. It also brought the first Xenarthran, a rather unique ungulate, and a cat.
  4. Africa: There is a bird and a swimming thing in the African penguin. There are two burrowing carnivorans and an ungulate. Pretty good!
  5. Oceania: There are two small birds, one of which swims and the other burrows. There are two small marsupials. Not bad.
  6. Tropical: There is a reptile, I guess.
  7. Conservation: All four are mammals, but at least one is a primate.
  8. Europe: There are two ungulates and two small carnivorans. Some can climb.
  9. Arctic: There are two mid-sized ungulates and two large carnivorans. The bear can dive.
  10. Twilight: There are 3 small carnivorans and a wombat. Most of them burrow, and some climb.

None feel good to me tbh, as they all are either diverse in the animal or scenery department.
Europe has the most diverse scenery, but not animals, south america has diverse animals but very one note scenery, aquatic has diverse animals but i wouldnt call faux rocks diverse per say as otherwise the scenery really isnt that great, oceania has both great scenery and diverse animals but the scenery again is mostly very one note as a tropical island paradise,
Everything feels iffy, so im just gonna say none, but for the sake of a tie breaker i say south america has the most diverse animal selection (even if all are mammals they are very different mammals, both in taxonomy and gameplay use) and europe for scenery

Category: Best Animal/Scenery Type Diversity
I'm choosing Europe. The animals offer a great diversity because they can be used for Mediterranean zoos, but also temperate and taiga zoos. A cat, a deer, a goat, a salamander and a badger provide enough diversity for me. The scenery is also great. The rustic stone has many uses. The Mediterranean foliage was desperately needed. The decals are amazing. The bus spawner is a great addition too. The path is one of my favourites ones. It has different useful enrichment items too.
 
With our most Antarctic species (a bird!), our most Arctic seal, two South American tropical animals (as badly needed then as now), and our first and only terrapin (North American and aquatic exhibit, we don't have many of those)... It must be Aquatic Pack! And scenery-wise maybe it lacked a rocking theme, but the new rock set is as diverse as all the other base game rock sets combined.

Ranking the packs by biome diversity:
  • Conservation: No need to explain.
  • Australia: There is a tropical cassowary, an arid kangaroo, a temperate koala, and a dingo that moves between them.
  • South America: The llama is not a tropical animal, and the jaguar and anteater are not strictly tropical.
  • Aquatic: All of them swim, but two are in colder waters and two are tropical.
  • Africa: The African penguin lives near water.
  • Twilight: All of them are temperate, mostly, but they range into other biomes.
  • Europe: The Ibex is in cold mountains, and the others are in temperate forests.
  • Arctic: Not really a feature of the pack.
  • Oceania: Not really a feature of the pack
  • Tropical: Not really a feature of the pack.
