But to elaborate on that, most foliage in latest packs have been great and Conservation have some of the most useful pieces with the grasses and flowers but doesn't have rocks so Aquatic wins since is the only pack with actual aquatic planta plus the faux rocks.

I, for one, am giving my vote to Oceania DLC. Aquatic is the other great contender but I think Oceania has way better plants. Aquatic fake rocks are more useful but Oceania lava rocks were a warm surprise. So it's almost a tie in rocks but Oceania wins due to the plants.
 
I can completely understand Aquatic being the best here from a worldwide perspective, but I have to give this one to Oceania simply because the set here finally lets me build the project I’ve wanted to start for years.

Sure, the rocks are nowhere near useful as the ones in Aquatic (the lava doesn’t do anything for me whatsoever), but the plants here skyrocket it to first for me. They’re beyond useful for overseas projects thanks to the small fern pieces, the cabbage tree (which looks wonderful when sunken into the ground) and even the king fern, which despite its obnoxiously oversized hitbox makes for a great looking mulch/dirt piece when turned upside down and sunken.

The main selling point for me though is that Aotearoa finally gets a set of native plants. I cannot go back to building a park in NZ without these things, it’s damn near impossible. The cabbage trees and the silver ferns are probably my favorite plants in the entire game, and everything else is an utter joy to sprinkle in too.

Normally I like to look at these things from a worldwide perspective, but I just can’t overstate how game changing this set was for me. Totally understand that Aquatic will most likely win and for perfectly valid reasons tho lmao.
 
My rankings of the packs based on the best plants and rocks:
  1. Aquatic: The faux rocks are useful, and I also love the plants. I use them a lot.
  2. Africa: I really like these trees. Quiver trees are super interesting and fun.
  3. Australia: I use these trees all of the time for my Australian sections.
  4. Oceania: The plants are super interesting, but I don't use them very often. This pack actually came with some rocks, so it's pretty good.
  5. Europe: I like the plants and use them sometimes.
  6. South America: The big trees are hard to use, but they are interesting.
  7. Conservation: I like the grasses.
  8. Tropical: Carnivorous plants are awesome, but I wish this pack came with a bit more.
  9. Twilight: The bristlecone pine trees are pretty cool. They aren't something I would use often, but I like having some stuff like that for unusual zoo sections.
  10. Arctic: This pack did not come with exclusive plants and rocks.
 
Thoughts
Arctic: I like and use the tundra rocks a lot
SA: as mentioned above, some of the trees are tricky to use
AU: red rocks and trees are cool, only used them once
AQ: likely going to win, the faux rocks are great
AF: some of the trees are more appealing than the ones we St’s attend with in Africa IMOP
EU: have use for the trees
Con: idk I feel like I used enough foliage before they were introduced in my zoos
Twilight: only really use for decorating my nocturnal houses or European stuff, I liked getting the yew tree after watching A Monster Calls
Tropic: nah
Oceania: the volcano rocks are so cool, i don’t recall the plants (haven’t played in a bit

Il vote Oceania, even though aquatic will likely win

In this category consider everything! Foliage, pieces, animals, rocks etc. vote for the pack that has the closest to the best of all these groups!

I feel like this category should’ve been saved later on but I got no ideas for other categories so this is what we’re going with lol
