32 man instances will only happen in the perfect networking situation. Currently the soft limit is around 12...and this is done through a forcing mechanic. Generally speaking 2 wings in an instance will force a new instance to be formed for anyone coming into it.
As my previous post said, I am in Mobius. Apparently you thought I was a solo player, and even solo players have friends.. open is not required for friendship.
Mobius has 9000 members in it. It is a group, it is MMO, it is NOT Open. Which is why I said
um, no, Open is NOT the MMO part of the game... See previous post." Open and group are both part of the MMO experience. Group can even be just a Co-op if someone wants it to be.
I will say I made one mistake. I said you can't PVP, that is not entirely true. Rule is, as I understand it, you can't just shoot people. PVP is orchestrated and the people shooting at each other have to agree. We play with each other, I have friends there.
Because PP added a scenario which applied to the real world wouln't be possible without PvP and conflicts between the participants
Because it would achieve what the open onlys wanted all along, a server where they knew players could be found if playing, where you could find the people making changes wherever they might be.

Also you did forgett the people who like to swtich while keeping the same CMDR everywhere, they certainly wouldn't be happy. But I guess they would just stick with Group.
Um no.. And your "assumption" about solo players clearly prove that you have no clue, even after all the posts from solo players about why solo players play solo, about why people play other than Open.
As a confirmed and (in)famous PVPer - if you don't mind me saying, and asking respectfully - what do you think about the Arena thing as Roybe mentioned in the post above?

PP is perfectly possible without PvP, as you can see when people in solo play it. With conflicts and all, you don't need PvP for conflict.
If playing. Yes. And you can currently find those people if they are playing in Open.
The point I'm making (have made before), is that I don't believe you'll suddenly find an Open only server to be somehow more populated than the Open mode is now. People who want to play Open play Open, people who don't, won't.
Edited to say that instancing would presumably still be an issue, and you may not (probably would not) see everyone or necessarily be able to find someone anyway, as they might be sitting right next to you but in another instance.

Arenas don't take influence on how powers are shifted. So it's not even near to a perfect solution. CQC is for those really and only interested in pewpew. Or just to compete now and then against somebody. It is not the solution to what could emerge with a truly populated galaxy.
It would magically fix all matchmaker, server, network, timezone, and every other reason why people in open can't see others in open?
Open only want a game where the only difference that is made is what they make. They are the ones who are important, no on else. Sounds like a single player game to me honestly.
I'm sure its great for the people that just want to pvp, though I can't see how its different to fitting your ship for combat then flying to lave (or wherever the popular hangout is now)
It will ensure fairer fights, which I think is important for somebody like myself, since wings came out my options for pvp are pirate traders, which is obviously stacked hugely in my favour, or fight multiple bounty-hunters/pirates simultaneously, which is obviously deliberately making things difficult. The arena will give a place where people can go and not feel they are being cheesed by wings.
For myself It won't make much difference, I don't really want a seperate arena module I want a server where I know everyone in it was always in open, currently the game feels like open battle.net to me if anyone can remember that from diablo 2, i don't like that. The whole game loses meaning when activities are done without players as it cheapens the experience.
Obviously this is only my opinion, many people are very happy with the current implementation.

It wouldn't fix any of those things, but it might give them a reason TO fix those things. Matchmaking has gotten consistently worse in my eyes, the few times i've winged up we find it literally impossible to get into an instance with people, even when we know they are there.
If its going to be so poorly supported why bother having open at all, may as well have groups and call it a day

Ehm, I do not play PP personally, but I read the manual and looked at the PP interface in game. The valid (and planned by Devs) defense against underminig are fortifying missions which can be of course done in Solo. Undermining can be also done in Solo. Nowhere in the PP manual is stated that the right defense against Undermining or Fortifying is player killing, because Devs had in their mind that some Solo/Group players maybe will also play PP and PKing is not a valid defense against them. So there are Undermining-Fortifying missions for all.
It seems that you did not read the PP manual.
Its not about player population, I actually like how rare it is to find people in open i'm not salty about lack of targets or anything of the sort, its about knowing that everyone had the same rules when playing in the sandbox.
Could be and would be are 2 very different things.
Could be, means there is a chance they won't be. Under the current systems, even in an Open only server, that does not mean you will see everyone and be able to find everyone.
33 people travel to Lave, instance cap is 32... what about the odd one out? You won't see them at all.
What if my ping to you is over 1500m/s? The matchmaker would never, ever, ever put us together despite being on the Open only server.
Open only does not mean you see every one who plays.
Oh and no one has hit the 32 player cap yet. Last I heard, 16 was the record.
