It seems as though the current complaint about not separating modes is that masses of players are trading in solo to get the best ships to then come into open and kill all the genuine PvP crowd. I don't know, but I doubt it's that's many players really, just the griefers that the genuine PvP crowd insist are a tiny and insignificant part of open. If PvP players are getting destroyed by others, perhaps they are just better pilots, where is the proof that those players swapped modes to do it? I can only speak for myself, but I don't play in open because I don't really wish to engage with other humans when I play a computer game. I have my Vulture, and I still don't hover my cursor over open when I start the game, and I reckon the majority of solo / group players are the same as me.
I'm sure it must be a real pain for PvP pirates and bounty hunters to not have enough targets, but as has been stated before, not many people are likely to want to play this game as targets, content for others, and while the idea of hiring a wing of mercenaries might sound like the answer, the problem there is the availability of players (this isn't life, it's not their real job, they can only play when they can play which may not match the trader's schedule), and also, it's going to cut into traders' profits, completely the opposite to what pro PvP players have been claiming is necessary to 'lure' traders into open.
We've all been playing the game for about five months now, and the galaxy hasn't imploded, the economies haven't tanked. It's surely a completely moot point, the modes work fine together, and there is no pressing requirement to change them.
