Yeah, got that after scanning it too (the listening post in Synuefe XE-Y C17-7), no idea what it means yet.

Well my first observation is that your language is French and the message contains "OUEST" whereas the English versions contain "WEST", which suggests that this part at least is in plain text.

Yes, I noticed that last night. Moving exactly due west (heading 270) at about 100m/s. It was a bit over 3Mm from the geological campsite.

It's probably just a bug, my guess is that the signal bugged out and stayed in place rather than moving with the planet as it spins.
