They are defined by the state of the faction which 'owns' the USS. Found two HGEs in a system with 'none' state. But two factions were at war. The HGEs belonged to either of them. One had military super capacitors, the other military grade alloys. So if you want a system to farm those, it would need to be a high population system with as many factions at war as possible. This also means target farming isn't as reliable anymore. This also means some materials aren't restricted as much.
Best bet is to be more opportunistic when it comes to traveling or doing things. Always check for HGEs in a system and see if they are owned by a faction in a state you may be interested in the materials therein.
