States definitely shifted but yeah i am observing weird Lockdown state behaviour too, it appears to be lasting longer than it should be.

Its still under its max possible duration but with the amount of bounty hunting we've been doing I would have thought it would end by now
20-50 million a day now lasted 8 days compared to doing nothing and it lasted 5 days???
What traffic is in the system and is the local "most wanted" showing high bounties? It is possible that someone is working against you. Additional bounties might balance the bounties cashed in. Are you counting faction specific bounties - ruling faction only? Or are generic major faction bounties being counted. Might be worth a test as not all may have an effect in reducing lockdown on a specific faction.
we're on the edge of bubble, only us around here
Most wanted are all low bounties and group members so no one working against us, unless they are sitting in dock doing our charity missions (seem to extend lockdown according to completion results)
No major faction bounties and only bounties for our faction are handed in at stations we own
oh and we also avoid killing our own factions wanted ships so we can still raise our influence during the lockdown

We have never found a way of shortening lockdown apart from triggering a war, despite logging many millions of bounties

ah thanks for that, If anything we seem to be extanding it!
It's just a guess, but maybe the duration of a lockdown is already determined when the state gets pending (or active). Like it's about how many trouble has been caused that led to the lockdown.

Tick has happened. Can't tell when, but I'd put my money on 11:00 GMT.
Tick and state update happened at almost exactly 1100 GMT again. Influence changed and a war broke out in the system I'm active in. Happens at 10pm my local time so it's pretty much my peak gaming time.
Both the tick and the exact timing is confirmed. (Between 11:01 and 11:04)
