Triggering a civil war. Another noob question

Iv got two factions, both of them in their home system with no current/previous wars anywhere (within the last two weeks). One faction is at 45.4% in boom state, the other is 44.8% with none state. Im trying to trigger a civil war, is this influence level not close enough? No war is pending.
 
The influence has to pass each other. Either the lower one needs to be raised or the upper one needs to be lowered. When they pass, they'll equalize on the next tick.

But there's an issue with one of your factions. The one that says "none" is either in a conflict somewhere, is pending conflict or is recovering. Any of these will block an attempt at conflict in your system. You'll need to resolve that conflict first.

The faction I'm trying to put into power just surpassed the controlling power by .6% so maybe a pending war will happen tomorrow. I might do one +INF boom data mission for the less influence faction to try to level out the influence. The system is on the edge of the bubble and the factions have no presence in any other system. The recovering, current and pending state is all "None." Except the Anarchy faction which is in boom (due to all my missions for them). The factions are Anarchy and Corporate.

sounds good! is it an adopted faction or your own player minor faction?

It's possible, but very rare for a faction to have a "none" state. Even if the right hand panel shows nothing. Does the factions status summery in Galnet say there's nothing going on?

If it's really "none", they should equalize on the next tick. But even on the edge of the bubble, I've never seen a legitimate "none" state. There's always a first time.

Unlikely that you've triggered a conflict, as the influence levels stop at exactly equal for a day.

If in doubt, check the faction status summary and the news bulletins in the stations.
