Unable to start my Savegame

After the recent update two things happened:
1) I can not start my savegame. It says: unable to connect to servers
2) I am unable to stop/close my launcher. It always crashes/or is stuck.

I am forced to ctrl/alt/del and bruteforce to stop the process via microsoft taskmanager.
I deleted and re-downloaded the launcher but nothing changed. My game is broken now.

Edit: I disabled my firewall now. It is still not working.
maybe the recent patch wasn't downloaded fully?
How can I fix this?
