unregistered comms beacon--what do I do with it?

well... this thing showed up outside of the titus station on my radar(was not there before) and since it has a unusal name, flew there and this is the thing I found. scanned, nothing. started at it for a while, nothing. headbutted it, did nothing, not even fly off, and shot at it, also nothing.
system is HIP 8396, second gas gaint.
