You are the one to argue it's should be accessible at dangerous because of the title of the game, i point out the whole series is named after the top rank and it is Elite not Dangerous. The whole reason behind your complains is that you want to access the "top rank" only system without having the top rank (which happen to be the title of the series).

The official game page says the Elite Pilots Federation (something that doesn't even seem to exist ATM) is open to Dangerous pilots.

This is sadly just copypasta, and not correct. They did not reduce heat overspill from weapons, they increased it, then decreased it a little bit again as they increased it too much.
"Should have" doesn't mean "will have". Are you surprised the "ELITE pilots federation" discriminate and segregate against people they think are from lesser ranks?

Sorry this is off topic and should have a own thread or something but this "magical barrier" bothers me. Why you can't sneak into regions without a permit, only you would seen as wanted, and every one is after you if they spot you. Just a tought.
