It's an unintended side effect that cannot be done via normal gameplay, provides the user a definitive advantage, and requires actions that are unintuitive. That's pretty much the definition of exploit.
Is that FDevs stance on it? Have they addressed it anywhere?

Asking questions as this is the first I've heard its an exploit.

Given how lackadaisical Frontier has been regarding past exploits, does Frontier really need to make an official statement before it can be considered an exploit? Especially given that the module has been banned from Buckyball Racing, given how much more effective it is vs skill-based braking maneuvers?

One thing I do know... if PowerPlay 2.0 is successful at increasing PvP activity, it'll probably shoot up everyone's priority list once too many haulers manage to easily escape interdictions using "this one weird trick."

I think it is an exploit in that you are exploiting the module but as it is a module available in game to all who want to give up a slot I don’t think of it as illicit or cheating unless you are in a race with rules.

There are unwritten, but widely adopted, "rules of PvP", in case you weren't aware. Well, they are written, but they're more restrictive than what FDev allows.

Given that dropping on a space station at full speed by abusing this quirk of the supercruise assist can make you literally fly through the space station, I would say that yes, it wasn't intended by the developers. (You can find videos of this if you search.)
I have done that myself on a few occasions, but it was a very long time ago. As much as I try now, I can't make it happen any longer, not for 10 or so Odyssey updates I think.

Most probably some kind of programming oversight.

After having seen the "gravity well" message in action, when whizzing by a planet, I was actually surprised how well it works as an informative piece of... information. I felt like "hey, it actually works better in practice than it sounded like when I just read about it for the first time."
 
Ship Kit? They were saying paint jobs and decal on the stream. Next you'll be saying they promised based building and ship interiors! :p
