The Brotherhood of Terra Mater no longer has a station in Hecate. Any ideas how to get the permit now?
Just completed this permit myself last night. "The Brotherhood of Terra Mater" is present in both stations in Hecate so you can do missions for them to gain allied status and then you will receive the "invitation" mission.
So I followed the instructions for Peregrina got allied with Peregrina aristocrats then went to HIP 18609, then what? I am not seeing any obvious next steps.

Phekda's controlling faction "The Ancients of Mumu" which I presume is a player group.
I did not know player groups could take control of permit systems.
(they don't control permit issue)
Yet there appears to be only one system with an Alliance permit - Alioth. Not very complex that.The Alliance does not contain ranks, instead featuring a complex permit scheme that restricts commanders' travel to Alliance systems.
If you are successfully allied with the correct faction, you should find a mission on the bulletin board which is an invitation to go to the Peregrina system. Accepting the mission will give you the permit temporarily; completing the mission (which just requires travelling to Peregrina and turning in the mission at the bulletin board there) will give you the permit permanently.
Interesting. Well, it will be fun to see if the Ancients will expand and grant the permit. But a google search doesn't reveal anything about this group! And i don't see anything on the reddit!

Nah, you can still get the permit, any faction based out of the permit system can offer it I'm pretty sure.
