Updated Permit List

Could anyone confirm the distance limit for gaining a permit please? I'm trying for the Peregrina one, and I'm allied with Peregrina Aristocrats. However, they are only in the Arietis Sector EQ-Y c17 system now (looks like someone has been trying to eliminate them entirely from the game) which is 19.26LY from Peregrina. I've seen some people say the limit is 20LY and others say it's 15LY.

If it really is 15, then this permit is no longer available, and probably never will be again, as the aristocrats have been pushed out of every other system. They are only at 9% influence in the Ari Sec system as it is, so not sure how much longer they'll be around, as it's been dropping over the last couple of days I've been here. There is only the one station in this system to use the mission board, so I've been sitting here refreshing it every now and again while doing other stuff.

Any help or advice would be appreciated. :)

Sigh. Thanks for the info. I'm sure it's been said before, but FDev should really make whichever faction is in control of the system, the issuing faction. It would make more sense lore wise (at least I think it would). Oh well, off to find another permit to unlock.... 🤷‍♂️

That's an interesting one. Seems like a poor choice to put a permit lock on a system with only one other inhabited system (HIP 18609) in permit-granting range. Since they were retreated out of that system a few months ago, the only way out would be to expand them into every neighboring system until they ran out of systems that they haven't previously retreated from.

Looking at the neighborhood in Inara, it seems pretty obvious what happened. Close Encounters Corps controls all the systems in that immediate vicinity. They probably got frustrated with traffic from players seeking the permit propping up the Peregrina Aristocrats and triggering expansions into and wars in their systems. Make the permit inaccessible, lose the player traffic. Unlikely to change so long as the player faction is active in that area.

Oh well, off to find another permit to unlock.... 🤷‍♂️
If you don't have it already, I might recommend Jotun. I've heard that the player faction that runs that area is in the early phases of attempting the same thing with the Dukes of Jotun. While there's a larger number of systems in range, they only have a presence in one of them (Djaujang).

Sure, it looks like they've been in a dozen or so systems over the years, but it wouldn't have helped. There's only one inhabited system within 15 LY. So if I understand the mechanism correctly, they have to maintain a presence in that one system specifically for the permit to remain available.
 
My main account (the one with Odyssey) has the Peregrina permit, but he's way out in the black at present.

I wonder what would happen if an Odyssey player with the permit carried another Odyssey player without it into Peregrina via physical multicrew? (I'm assuming you can't just Apex in). Then the non-permit-holder gets allied with the Peregrina Aristocrats and looks for the permit mission (Peregrina is within 15ly of Peregrina, right?)

Exiled occurs when a minor faction that holds the power to grant access permits to their home system is expelled from that system. When this state is triggered, a Flight Operations Carrier Megaship will be deployed to a neighboring system with the aforementioned permit-giver faction given permanent control of it. This ensures that the permit-giver faction will always be available to distribute its permit.

To date, the Exiled state has only been triggered once, when the player minor faction The Black Fleet expelled the permit-giver faction Conservatives of Tiliala from the permit-locked Tiliala system. The Black Fleet took control of Tiliala and was made a secondary permit-giver for the system, while the Conservatives of Tiliala were relocated to the Megaship Tiliala's Lament in the Akandinigua system"

I know you're joking, but ...

CMDRs are always asking "Give us more agency!" "Let us make a difference!" "Let us make our mark on the galaxy!"

until someone else does just that, like with Peregrina, and Tiliala before that, when it becomes

"How can fdev do this!" "When are fdev gonna fix this!" "Game broke!"

... all it really needs is a group to expand the Aristocrats somewhere that will vend the permit - ideally existing permit holders as expanding from Peregrina is more likely to be within 15 Ly. Player agency FTW! But at the moment people seem happier to scam Support out of the permit - because using Support to cheat your way past the difficult stuff is preferable to actually playing 🤦‍♀️

Tiliala isn't quite the same, because the permit-issuing faction was driven out, which hasn't happened at Peregrina (and can't happen anymore due to a rule change).

It's a precedent that Frontier might intervene. But Mingfu is a precedent that they might not.

Most likely this is a problem for players to solve. I have a Bubble-based alt that doesn't have this permit, so I'd be prepared to join in when my permit-holding main gets back.
