Updated Permit List

Nastrond: Got allied using cartographics (but didn't get mission) in Arikaras , got mission & permit in Wunab at Lazutkin Vision base.

Tiliala: Allied with the Conservatives of Tiliala but they don't seem to be offering the mission: they're in retreat - might that be the reason?

4 Sextantis: Trying to find where to get the 4 Sextantis mission - I'm allied with 4 Sextantis Inc but haven't managed to find the mission yet, guess it could be a different faction

4 Sextantis is one of the permit systems with no known way in, Mingfu is another.

There have been a couple of posts in this thread from players who claim to have the Mingfu permit. No proof of this has ever been shown.

Interesting that a 4 Sextantis faction is in an outside system. So maybe the permit has been added recently.

Both 4 Sextantis Inc and Uniting 4 Sextantis were present at the planetary base "Akin Relay" in HIP 48768 in 2.2 already, but were not giving out the permit mission. I did a quick check after 2.3 and its rank mission fix dropped, but no change.

Uniting 4 Sextantis looks to have been driven into the retreat by now and only seems to be present in 4 Sextantis these days, just like 4 Sextantis Jet Dragons.
 
Just an FYI for system permit for Pi Mensae.

The Pi Mensae brotherhood has no stations outside of Pi Mensae. (17/06/3303) d/m/y

Systems they are in, but with no station that I checked are :-

LAWD 27
LP 91-140
Mazahuanses
Ngugira
Walgan
Xib Cail

Just to update. At present, according to Inara:

Conservatives of Tiliala control stations in Varpet and Akandinigua only, plus Tiliala.
Defence Party of Nastrond controls stations only in Arikaras, no other systems - not even Nastrond.
Brotherhood of Terra Mater and Pi Mensae Brotherhood do NOT control any stations outside of their home systems.
Luyten 347-14 Prison Colony only controls a ground station in Fomalhaut, Amis' Claim.

Independant permit update as of today. I just got all possible using exploration data.

Terra Matar : Brotherhood of Terra Mater has lost all its stations
Luyten 347-14: Luyten 347-14 Prison Colony has lost all its stations but gained a planetary outpost Amis' Claim in Fomalhaut which will buy exploration data and has (combat) missions.
However, I could not get a permit mission there when allied. Might be a fluke, might be too far away (17.x LY) from Luyten 347-14
Nastrond : Defence Party of Nastrond has lost all its stations
Pi Mensae : Pi Mensae Brotherhood has lost all its stations
Isinor : Chapter of Isinor faction stations were all in lockdown two days ago but are now available again

The OP hasn't been updated since April - which is not a criticism of the OP, just noting it. Faction states change all the time and information about various permits and the best methods to obtain them will need to be updated with game changes, so having all this be on just one person was always going to be prone to slowing down at some point.

I suggest that the information from the OP is moved to http://elite-dangerous.wikia.com/wiki/Elite_Dangerous_Wiki and updated there. This allows for information to be updated by anyone and kept more current. Most of it is already there. I think http://elite-dangerous.wikia.com/wiki/Permits could do with a refresh, and I'm not a fan of the tabbed format - I'd rather it was all on a single page and thus searchable in browser. It's worth noting that this Wiki page links back to here.

I suggest that information like Reputation Systems be removed entirely and just linked off to the relevant searches on EDDB because it is far more likely to be up to date. We can note systems where permit missions have been known to appear, but for the purposes of building reputation this simply isn't necessary.
 

so - these permits where the faction is only in the permit locked system - is there any way we can get them to expand by using the bgs? would we be able to weaken their opponents by attacking them outside the system? Would much prefer an in-game way to free these up rather than getting FD to change the universe for us.

And it could come in handy if the Sirius wreckers manage to force Sirius back ;)

I just looked at the Mingfu system. Apparently it's exploited by Zac Hudson. How does this work?

I'm not especially well versed in PP mechanisms, but there are a small number of CMDRs that apparently have the Mingfu permit from before all the local systems lost their footholds elsewhere.

"Exploited" just means it's within a certain distance of a Powerplay "control" system which is currently under the control of Zac Hudson. It doesn't require any activity at the system itself.

I don't believe there is any activity outside of the system itself that we can use to manipulate the BGS there in any meaningful way. You might be able to trigger certain states in the other factions that reside there assuming they are present elsewhere, but the effect on that system will be minimal at best without direct player input.
 
TIL : Anarchy faction don't deliver permit.

I've trying to obtain Nastrond permit from Dragons of Nastrond (controlling faction, anarchy aligned). I had been allied with them during 3 months. They has never deliver the permit. I've tried to manupulate artificialy my reputation (switching ally from friendly), but with the same result.

I've eventualy obtain the permit from another Nastrond's faction.

You can't increase or decrease a faction's influence in a system without visiting that system so the BGS will be no help unless someone actually has the permit.

EDDB's faction information is unreliable unless it is a very well travelled area. The only way to be sure is to visit every populated system within 20 ly range of the permit system and check for the faction.
