The GalNet News Agency has learned that the Black Fleet, an independent organisation formerly based in Varpet, has become the dominant faction in the Tiliala system.


The news is significant because access to the system – which was previously controlled by the Conservatives of Tiliala – is dependent on the possession of a permit.


It is understood that the right to grant access to the system is now shared by both the Black Fleet and the Conservatives of Tiliala.


Lanquo Parkes, an expert in territorial disputes, offered the following assessment:


“This is a highly unusual situation, but the Black Fleet expended considerable effort to take control of Tiliala, and it is only right that it be able to control access to the system. The Conservatives of Tiliala have retained the right to issue permits, but they now have only a marginal presence in Tiliala, having relocated to a Wells-class Carrier in nearby Akandinigua.”

That's interesting, I haven't heard of a faction taking control of a permit locked system then being able to give out permits. Is there precedent for this? Does it apply to some of the other previously impossible to gain permits? Can anyone test if Black Fleet do indeed give out that permit?

It's interesting - going to check on my alt, can't remember if I have it on my main.

Edit: I have this permit on my main - so why have they changed this one when there are others we cannot get??

THE BLACK FLEET’S FIGHT FOR INDEPENDENCE

In a feat of dedication and show of strength over the past 18 months, The Black Fleet have fought their way to dominance by driving back the Conservatives of Tiliala to their home system and blockading them to prevent the Conservatives from giving permits to their home system.

Fighting as mercenaries and living by the proverb of “the enemy of my enemy is my friend,” The Black Fleet fought in every conflict to oppose the Conservatives of Tiliala until, on 29 October, 3303, they prevailed.

To avoid blockades of this type in future, when a permit-giving faction is pushed back into their restricted home system, they will enter a state of exile wherein a megaship will be deployed to allow other Commanders to still be able to obtain a permit for the system.

For their achievements, tenacity, and dedication to the cause, The Black Fleet will now become joint permit givers for the system of Tiliala – making them the first player group to achieve this status. Wait... so the Black Fleet made it so no one could get the permit... which they must have wanted to happen, but now they're giving it out them self?

Now this is very interesting. I wonder if there are megaships out there now for HIP 54530 Gold Universal Group, 4 Sextantis Jet Dragons, and whatever factions give out the permits for Mingfu, CD-44 1695 and LFT 509.
 
Rewarding bad behavior at its best. Render a system unable to be accessed, render it yours. Free promotion and others to spread their faction, while other PFs get joke systems and no rare good.

I say we organize a cop-killing fleet and a KoS order for such. I have an anaconda build that can pack 16 TSs, too, ready to bomb for days.

I'd like to think they wouldn't - the Black Fleet thing appears to be in response to Black Fleet basically hunting down and killing the original faction. But who knows.


That's exactly what happened. And it's not going to happen ever again. Hence the new "Exile" faction status. And furthermore, the exiled Faction gets shoved into a Wells Class cruiser. Conservatives of Tiliala's is named "Tiliala's Lament", and is located in Akandinigua.
 
According to Brett, they can't any more. But the mess that FD let happen before they realised is just getting worse. They knew what they had done when the Phekda permit was broken. This rule could easily have implemented back then, but wasn't.

Yup,

Any "special" systems should have been impossible to be taken over by a player's group.

There are more than enough generic systems available.
 
This isn't directly related to permits, but just to show that rare goods are in a worse state than permits due to player factions.

Rare goods systems where player factions have been inserted:

  • Alpha Centauri - Hutton Orbital Truckers Co-Operative - Controlling
  • Kappa Fornacis - East India Company - Controlling
  • 9 Aurigae - The Order of the Blackness - Controlling
  • Eranin - Terran Colonial Forces - Controlling
  • Wolf 1301 - EXO - Controlling - Blocks the rare good
  • Gilya - The Fireflies - Controlling - Blocks the rare good
  • Xihe - Space Poultry
  • Orrere - The Code
  • Terra Mater - Elite Division (will block the rare good if they gain control)

Rare goods systems where player factions have expanded into:

  • Tanmark - East India Company - Controlling
  • George Pantazis - Hutton Orbital Truckers Co-Operative - Controlling
  • Epsilon Indi - Hutton Orbital Truckers Co-Operative - Controlling
  • Kamorin - Black Omega
  • Borasetani - Dark Echo (will block the rare good if they gain control)
  • Xihe - Diamond Frogs - Controlling
These aren't such a problem, as normal game mechanics can be used to remove the player factions.


This doesn't include the two rare goods that are blocked by powerplay. And there may be more in the above lists that I'm not aware of.

FP links to the two systems the brotherhood are in - they don't need to control a station for you to gain rep with them. Once you have the rep you can get the permit.

As Factabulous says, you only need to ally with them, they don't need to be in control of anywhere, even their home system.

They are present in Hecate and Njunmin, although interestingly they have a status of "Retreat" which doesn't make a lot of sense given their current influence levels. That could just be due to some fairly active player groups in the area though.
