Hardware & Technical Uplay Download Problem?

Today is the first weekday I've had off work since Christmas, so I decided to catch up on a few things.....including downloading a couple of free games that came with my new graphics card.

So, I register an account with Ubisoft's Uplay and commence downloading Assassins Creed.....until I noticed that my d/l speed was now 1.2mbps. I did a speed test which came back at 0.2mpbs.

So I pause the d/l and check again and I'm back to 10-12mpbs.

Is this normal when downloading from Uplay?

Sorry am not very technical but i got my new rig Xmas time and also the free games Assassins creed and Tom Clancys Splinter cell with my graphics card, on downloading from Uplay it took a long time!(i left it running overnight) on any other downloads its quick, having said that apart from being slow when finished downloading, all good and ready to play
