There are. Game warns about deployed hard points. And ships with open hardpoints show different in radar.
Very true but its not a very good indicator.

You gotta deploy hardpoints for wake scanner. Lots of players have the wake scanner out.

I don't use "hardpoints Deployed" as an handy indicator to tell me if I'm about to get shot.
 
The biggest problem is how players are brought together. There are a relatively small list of busy systems, and those systems are the only place you can regularly encounter other players.

The real way to fix this problem, is by adding new ways of bringing players together. PVP ones, in particular. Most people don't gank because it's particularly fun, they just do it because they are bored.

The problem is there isn't a multipurpose ship that will hold its own against a dedicated combat ship. PvP pirates have to compromises in order to carry cargo/limpets etc so you have a chance. But unless you're patrolling around in a G5 'Vette you've generally got no hope against a griefer.
Have to disagree on this - as I said most of my ships are PvE builds, but they're geared towards withstanding a certain amount of incoming fire, and where possible built for speed so I can easily escape a ganker or even a wing of them. My iCourier can be used as an exploration ship (incl. SRV bay), mat gather, or combat ship (used in CG CZs previously) without having to refit a single module. It's virtually ungankable.

Other ships have sufficient health pools and sometimes reinforced modules (i.e. no FSD range min-maxing), those would either be my combat ships or traders/miners. Some ships I fly wouldn't stand a chance, that's true, but I don't normally fly them in ganker hotspots and even if I do it's not a big set back if I lose them.

As such I very rarely face a rebuy from another CMDR now, even if they fly in wings as I have managed to practice my evasive flying techniques over the years.
I'm quite lucky, I've not encountered many and I do mainly fly in Open tending to switch to Solo only when there are issues like pad hogging, lag in an area or a gazillion people panicking about the shard sites disappearing. Also on a Wednesday when doing a PP run - I'm sorry, but I'm only interested in the goodies during week 4!
I just remembered an incident at the Shards over the weekend, another player managed to catch up with me when I dropped into normal space trying to evade them - he was friendly but I didn't know until after - I would've been toast but I simply dropped the ball there so entirely my fault if it had happened.
I think players should be able to set bounties on other players who kill them, which may make it more profitable for those inclined to hunt down the bad eggs.
Not sure if bounties make much of a difference - most ganker hunters I imagine don't do it for the money. There's also the risk of cheesing credits that way. I wonder though how the C&P changes will play out in EDO. I noticed in the Alpha that the 110m+ bounty from my T10 got transferred to my CMDR. Not sure if the game will continue to track bounties by ship or by CMDR going forward.
Failing that anyone who ganks me, get an immediate block.
I only block cheaters (as in, those who use hacks). I can easily evade/avoid gankers so there's no need - and if they manage to explode me, fair play to them for pulling it off. Been a while since the last time though :)
Any kind of interaction/roleplay I'm happy to accept, but griefing is only fun to the griefer so, IMO, we should all block them and they can grief each other.
Gankers don't give me grief as I can handle them one way or another (and there's always the easy win option via Solo mode) - but I would block and report players who voice vile language (racist, homophobic, etc.) via sys chat. That certainly gets my back up alright.

I was about to say just that. If you're close enough you can see the weapons, you get a notification when they're deployed and a different icon on the radar.

I'm still wary of any CMDR who hasn't tried to make contact though, HP deployed or not.
I treat any hollow square as potentially hostile (unless I know them already, and I do have some gankers on my FL who don't usually engage me anymore even if we instance together) - scan them and their status, then check their loadout (interdictor? what weapons?), and observe what direction they're flying towards (are they following me?). If they're coming after me I can evade them in SC already, and make life rather boring for them so they usually pick another victim instead after a short while. I usually only get interdicted if I actively let them.
 
Yea well, if equal punishment would be implemented they could remove blocking complete.
As I suggested 3-4 times already, remove rebuy option for ganker :D - lost is lost. If u killed you lost whole engineered ship.
With what they say "will be sufficient" with 1G upgrade I would deal.
I'm currently flying around in a Cutter with a 1 billion credit bounty on me...
One billion!!!
If I die - the ship is gone...
Problem is - death is very optional, especially in a Cutter.
(Besides, I got a fleet of burner ships...and I'm not even a ganker!)
