Wanted in Anarchy?

So, i was just at a nav beacon in a system that said it is an Anarchy system. Funny enough both stations in there were NOT Anarchy. So i use my scanner on a target. check the profile. it says it has a bounty. i start shooting...im wanted.

Wanted??? In a system that says its an Anarchy???

I believe it depends on the sub factions with a good reputation in that system. If you attack one of them it can cause bounties to be brought against you, but I have not seen being "Wanted"

A Cmdr used a KWS on me (note he didnt have a Cargo Scanner) and I got a fine of 66k for carrying 6 slaves...in an anarchy with both stations being anarchy...

Try to wrap your head around that one -.-
