Is this a sign of Frontier's deal with GW including not only their own AoS licence, but also some favourable publisher's position for Frontier Foundry, when it comes to independent studio licencees, or would this be just a one-off, or coincidence?

They are protecting their own game from damage a poor mobile game might do to the Warhammer as a gaming franchise by investing in this game and handling the publication for it. Which is a cheaper option than just buying the game studio.
