Yes you can, if you have available cargo space.

Get a mining laser, a refinery and preferably some collector and prospector limpet controllers. Just mine till you get what you need, or get a friend to give you a ton or two (like the offer above)

Try asteroid belts. I managed to get some from the very first asteroid I mined.

POI on planets often have wrecks which can contain Praseodymium , automated Mineral Extractors as well can be popped for Praseodymium, finally try cargo scanning traders in extraction systems.

I wonder, if I say.... visit a RES in a anarchy system and....... blow everyone to pieces..... Would I find praseodymium?

You'd probably blow it up. Get a cargo scanner and hatch breaker limpets, and then your idea will work.

Several missions offer Praseodymium as commodity reward, usually 4 pieces.
I found a lot of them regardless what sort of system (economy, goverment, etc...) visited.

If your going to mine for them go for pristine reserves and metallic rings, it wont take long before you have plenty as its pretty common in those places (I dump it as I mine for the more expensive metals).

@OP: Most easiest way imho: build a cheap mining ship, go for a metallic or metal rich field (reserves doesn't matter). Takes not more than 15 mins and you will be happy.

I can verify this. I've seen it offered as a mission reward a number of times while searching for modular terminals.

They were not all mining missions; some were other types (salvage, I think).

try taking a mining mission from a starport that sells all the various minerals and some common metals.
Quite often I have actually made tons of cash simply from taking these missions and then they actually sell the mineral or metal at that station.
So I buy it there and give to them as the completed mission.
I have ended up with many tons of all the minerals I need for other things.
I don't believe it is a bug or a cheat, just an easy way to make credits and also a very easy way to get minerals for other thing you may need them for.
One of the most common seems to be missions for mining cobalt, a metal, and lots of stations sell cobalt .
..
There are many stations that offer missions to go and source something that they actually sell right there.
