Weird spawns

What's the deal with the random spawns when mining in the middle of nowhere. Every time I move somewhere else in a ring system and drop out of supercruise there's almost always 2 pirates there. It's just so random, unlikely and irritating - even if you drop in and spam boost for a bit - they still spawn within a km or so. They weren't following me in supercruise so where did they even come from... ??
 
I actually did surveys of ringed planets way out in the black that were still close enough for mining and bookmarked them. And yes, even way out in the black, those three pirates show up just as you arrive, scan my empty cargo hold, find nothing but limpets, then ask "How do you guys make a living????" I believe I had to exceed about 5,000 ly from the nearest populated system before they stopped showing up.
 
Yeah, it gets old after a while. I would rather have a couple of guys who would put your flying skills up to the test once in a while, instead of the 'here-we-go-again' lot that spawn each and every single time and want to sniff your rear.

uh huh. if they're so predictable it should be easy for you to deal with them...
Yeah, or a good reason to remove them, or to come up with something else.
 
They do seem like a waste of time. Either I've an empty hold and they fly off, or I have cargo and they're not strong enough to stop me jumping out anyway (back to station, sell, return to mining spot, continue uninterrupted).

Something to add to the 'NPCs need a buff' pile.

It's actually just under 500ly
