What are these comet-like objects?

So I notice now and then these objects flying about that look like comets. Usually it's at inhabited worlds, so I'm thinking satellites of some sort?
What are they, and what can I do to scan or view them better? I can't seem to target them.

Those are ships, moving at low-wake drive speed.

EDIT: If you wanted to interact with them, I'd recommend interdiction. XD

Target them (using the "target the thing in front of you" key) and you can find out stuff about the ship (ship type, owner's name, faction alignment and Wanted status).

Get an interdiction module and pull naughty ones inc cmdrs, out of warp into your gun sights
