Well, others have chipped in so I am mainly agreeing with them...
Refuel and Repair - you definitely want those even just for yourself plus add armoury too, you would hate to have to synthesise armaments out in the black otherwise (core and sub-surface mining munitions).
Outfitting and Shipyard - really not worth it in my opinion - the squadron I belong to has a carrier with those services but keeps them suspended (I think they should not have them but hey ho I'm just an oik there.)
Bar - you gotta have a bar, really, honestly, a carrier out in the black and no bar? Penny-pinching to the extreme to not have one.

(I do think it is too expensive for what it is but there you go,
c'est la vie.)
Carto and genomics - well, I have carto services but not the genomics - I might add that but not convinced - if you want to be a beacon of hope and a respite for weary explorers out in the black then for sure have both.
Not convinced of the need to ever have the naughty trading - just pirate scum want that don't they?
Similarly - why would you need redemption - maybe for codex stuff but would that be worth the expense?
Pioneer supplies - what is the point in paying for one of these? You would surely only need this near occupied space anyway. (Maybe I'm wrong there.)
One last point - if you really, really want a swanky concourse and have money to burn, having a shipyard does include the provision of an Intra Astra suite - but the loss of 3,000 tonne capacity makes that very unattractive to me.
