Some crimes are considered “lesser” infractions of the law. For committing a lesser crime,you can expect to be issued a fine by the faction controlling the jurisdiction you were detected committing the crime in.Fines must be paid to a local security office or liaising official, available in the starport services“contacts” page.
Should you fail to pay a fine within twenty-four hours (real time), it will be converted into a bounty, issued against you. Should you be detected committing a greater crime (in most systems, violent crime fall into this category), then a bounty will be issued against you.
Having an active bounty means that you will be “wanted” in any jurisdiction controlled by that faction. Ships that perform a basic scan will learn of this criminal status and be allowed to attack you with impunity. If you fight back you will likely be committing even more crimes. A bounty will be cleared if a Commander kills you – they will receive a bounty claim that they can cash in at a starport or outpost.
If your ship is destroyed, your personal escape system will kick in and eject you from the ship,micro-jumping you to the last starport you docked in, where you will be processed by the authorities and your insurance company.
If you have an unclaimed bounty or fine issued against you by the faction controlling the starport you are out of luck – you will need to pay off the bounty as part of the costs of getting a replacement ship.
If you have unclaimed bounties and fines issued against you by factions that do not control the starport then you have a stay of execution: those bounties and fines will become dormant as those factions believe you dead. Dormant bounties and fines are invisible to Commanders. Dormant fines do not tick up towards becoming a bounty. However, if you are scanned by authorities of the faction that issued the bounty or fine, or detected committing a crime in their jurisdiction, the dormant bounty and fine will reactivate.
I'd like to know this too. I got fined 800 credits after 2 messups trying to dock in station.
imho the fines are a bit steep, considering we have no where to practice trying to land in a station where the landing pads are rotating!

the pads rotate just after a ship has left them to get back into the correct position for the next ship.. less haste will see you right CMDR

hmm..the station i was at the entire station was rotating the whole time, inside and out.
Look for "rotational correction" under "misc flight controls" in the control bindings.
You can set it so the starports don't rotate when you are inside them. In fact, it's always been the default option for me, not quite sure how you have set them to rotate without realising.
