If it is someone who can fly a ship they'll probably end up giving you some good build advice and flying tips after they blow you up anyway.
i was going to an engineer trying to dock. and this guy who was waiting near the dock starts firing at me inside the no fire zone. seriously no firezone where anti ship defense systems are able to attack him. after few seconds he fled by jumping obviously because he was getting lasered by authorities.
what was this guy trying to achieve?
i was clean and had no cargo. even if he did kill me he'd get nothing but bounty

yup this makes alot of sense i was in a hostile power territory. he probably thought he could nuke me and dashIf you were aligned to a power the cmdr would have had a valid rp reason to attack, otherwise they just get another kill, not much else to it probably. Deciat has by far the highest population of gankers of any system in elite so you should decide before you go what your approach will be. If you have the right loadout you could put it to the test, otherwise I recommend solo mode, but only at deciat.

I'm not sure that it's changed. I remember a few years ago a group did some tests and reported "Hey, we thought Block was only for comms but it stops instancing too!"
