I love DLC, as long as it’s quality content that will add to my gameplay. This arctic pack covers so many bases: 4 new species, over 200 build items and two scenarios, so I consider it very much worth the money. I do prefer a big pack with a lot of content for a higher price, only because there’s such a wait between packs usually, and with more content there’s likely to be more that I can use in game. The advantage of smaller packs is that people can choose to get them or not, depending on whether they want what is included in them, without missing out on heaps if they choose not to get it.
What makes Frontier packs worth it for me is that they are always very high quality, with added gameplay (unlike EA, who release constant empty and crappy packs with mismatched items and no or very limited gameplay). Bring on more DLC!
