Its an easy fix. Add a check to see if the player is pledged to powerplay, and if the person theyve blocked is likewise.
If they're both pledged, normal instancing rules apply.
If either of them aren't, current block rules apply.

The block tool is supposed to be there to prevent "griefing" / "trolls".
But like a few features in game, it is open to being abused.
And even if someone goes around open mode blocking people for no reason, it does not stop you enjoying open with others.
After all, why would you want to play with someone who doesn't want to play with you?
I used to think that, but after playing it for 2 months I was left confused.
They called a PvE token pushing system, that didn't reward PvP at all - the PvP system.
I'm almost certain someone in the office was slipping booze into the coffee machine.
..., thats what kept it fresh and interesting till the standing order for.a lot of groups became 'move to.solo/pg and min/max'
The thing is, every MMO ever the players drop into a min/max system.
So it's no surprise people do it in Elite.
And no matter what Frontier do, players will still circumvent the spirit of Power Play to min/max.
I've been rejected from raid groups in WoW for not having the "right" gear (even though my gear was good enough, it wasn't min/max)
EVE Online corps used to only accepts people with maxed skills in certain areas, that no "casual" player would have (some lvl5 skills that took months)
Warframe meta for damage output annoys me, it's why I like the YouTuber Tactical Potato - he always says to enjoy the game and forget min/max.
Planetside 1 people had to have the right "certs" for some outfits to let them.
The list goes on and on, some people want to win at all cost - even to the detriment of the game.
If you're going to worry about those folks, you'll never enjoy the content no matter what Frontier does with it.
Even after this change (with or without Open only), people are already talking about ways to min/max uninterrupted.
A chain is only as strong as it's weakest link.
Because you didn't try. You were booted.
No reason people should be held back because you didn't put in the same research and effort as the other guys.
I was a guild leader for years. I would have booted you too.
It's like league of legends and elite is the same way.
You're only putting yourself at a disadvantage by not keeping up with that stuff.
This is why outfitting for open compared to outfitting for solo min maxing plays into this.
And now they are going to fix it.

At present you can do this unopposed in either solo or a well curated PG, possibly even running a bot to achieve this while you go to work. This change intends to address this issue, as well as similar issues with fortification, preparation and expansiob.
The two are completely unconnected.

Not everyone really wants to play with Onyxia....(for those that do not understand the idea...search that name in YouTube, seriously...most toxic thing you will see a 'leader' do ever)...to me, it is what is wrong with a lot of guilds who take the attitude displayed here.
Yeah well those guilds reach number 1 status. Have a good report with blizzard. Understand the game and can give proper feedback for the future tuning.

Why not?The PP players cannot stop enough people for PVP to have a large enough impact on either 5c activities or undermining activities.
Not everyone really wants to play with Onyxia....(for those that do not understand the idea...search that name in YouTube, seriously...most toxic thing you will see a 'leader' do ever)...to me, it is what is wrong with a lot of guilds who take the attitude displayed here.
At this point all anyone is doing is waiting for the final decision as to what they are going to do.
