What to do with pad squatting?

You cannot fine someone for legally utilising a pad, purely because they've been using it for a few minutes; this is illogical. The OP is a bit annoyed at the inconvenience, granted, but it's not at all illegal to simply occupy a pad. It is, in fact, intended for commanders to utilise station and outpost facilities. There aren't grounds for considerable sanction.

Swap modes. Move on.

Since we can got fined from speeding, suspend on the pads that don't assigned to you, or blocking the mail slot, I don't think it is illegal to disobey ATC's request and blocking the only available pad. Especially on a rescue magaship, in an emergency evacuation action(my personal inconvenience experience). Compare to a "unnecessary destruction by the spaceport", only a 200 cr fine for blocking the "nonstop zone" just a notify about what did you done when you back.

And yeah, swap modes always work. And this is the guys who intentionally glue themselves on the rescue magaship's pad intend to see.

(And yea, get into the hangar may not free the pad ATM because of I observed that I can lock on other CMDR in hangar. But that's a thing could be fixed, I hope.)

I was just curious what people thought about it, or if there was some strange connection to a BGS play here, but I'll file it away for now, and maybe float it when they ask for future features to change the storage options. I do see it as similar to blocking the slot, but a mode switch does solve the inconvenience in any case for now. Thanks for the responses everybody!
