Hi i am looking for a good system to have as my base, i dont yet have elite status so do not have access to jamersons but is there any other place where i can store my ships and still get a decent equip/ship discount and has a decent night life?

There's not really any need for a base. You can store ships and modules anywhere and you can transport them to anywhere. I just go where the money is or wherever is a good place to do the activity I want. As an example, when i want to do some bounty farming, I sign up with Zachary Hudson, then farm in Brani, Freng, Kremainn, Aphra, Aura and LTT15575, which gets you his bonus on bounties, The best missions are always on the outskirts of the bubble, so it's normally a very long way to get there from any base, but if you're not worried about making a lot of money or fast progress, there's nothing to stop you having a home and working from there. I've been playing for 5000 hours and never had a base or home. maybe I'll retire and do some gardening somewhere one day, but not soon, hopefully.
I adopted Dvorsi as my home system because I wanted a good system with access to lots of ships and modules while being able to level up in the Empire for those sweet Imperial ships. It's hi tech, so lot of ships and modules in the stations in the system or only 1 jump away. It's only 30ly from Achenar (permit locked / Empire Capital) and not far from other interesting points in the bubble. Once I moved there, and became friendly, I started making great money with the Empire. I love the location and anytime I'm tired of Palin missions, Exploration, etc, I return there to make some money. It has everything I need.
Diaguandri or Lembava; Both systems are within 30ly of each other,both have Li Yong-Rui discounts and between both of these systems you can almost get anything you need and a large range of ships to buy. They are located nicely for convenient travel inside the bubble. I used these systems before i became Elite. o7

thxs all finally got Elite status in trading the other day so have based my fleet at Jamersons and just call what every ship i need once i get where i am going in me asp.
You can also add Ix to Diaguandri or Lembava, it is also Li Yongs systems, and basically, what you can't buy at Diaguandri for the ship you're outfitting, you can find it at Ix, and it is also close to Diaguandri, 5 or 6 jumps depending on the range of your ship.
Generally speaking any base that has the resources you need like shipyard and good outfitting. I am in Yakabugai. But I have been operating out of Jameson Memorial because they have every module

It has only one Coriolis station and I believe several planet-side bases.
The system is high tech without being too over populated; this cuts back on interdick's

The station boasts a 15 vessel shipyard and very good outfitting choices.
