Anything bigger than a gas giant shows up as soon as you 'ping' the system i.e. brown dwarves, proto stars etc.

I suppose it has to be said that the "gap" is probably in the place where you might expect to find, say, a class of Gas Giant that can provide fuel for a Fleet Carrier.
Let's not forget that Carriers were supposed to arrive at the same time as the FSS did, so it might not be a surprise to find there's some link in functionality.

Is that gap big enough to fit a Class 1 module?
Of course... it is big enough to fit a class 100 module too
Safe to say it's for "futire content". It's way up at the "high energy" end of the spectrum, so it's for something energetic. Thargoid colony planets, Cylon basestars, Dyson spheres, that kind of thing.
I'd also assume the "gap" between asteroid clusters and NSPs is also for "future content". Thargoid motherships and whatnot.
