When you buy the planetary vehicle hangar, remember it doesn't actually come with the SRV installed - you need to buy that also. 
The vehicle hangar is available in most stations, so I'm surprised you haven't found one. Just use eddb to find the closest one if you are having problems.

To me that place holder is terrible. You've had one choice for SRV since inception but you still have to pick which one of the one you want. You've missed some small detail.
In outfitters, you have to buy vehicle hanger AND then also buy a vehicle.
When you have got the vehicle bay, an extra module slot becomes available and you select that to buy the SRV.
(same goes for fighter bays)
Then you'll be able to deploy an SRV on a planet.

I don't disagree. Though the bright side is that it does imply we'll have another SRV at some point. Probably no time soon, though.

I'm at high tech station in the outfit in window and there's no mention of a planetary vehicle hangar this hardpoints utility points core internal optional internal livery and stored modules and I've been in each and everyone and that's not mentioned anywhere so I'm beginning to wonder whether I've even got the right ship I'm in a cobra mark 3 do I need something else
No, cobra is ok. Just go to Outfitting, select the optional internal, you can install it in any of those slots. First browse shop for the hangar and once you've installed it select it and browse shop for the srv.
As Yianniv said, the Planetary Vehicle Hangar can be installed in the Optional Internals only. If you still do not find the vehicle slots, please provide a screenshot of the Optional Internals view where you have installed the Planetary Vehicle Hangar.
It can fit in any ship, and comes in a size 2 and up (so it goes in a size 2 optional internal, or bigger). The size 2 comes with one SRV, and larger hangars come with more.
Different stations sell different things though; the hangar ain't sold everywhere. Head to EDDB.io (ya may not know the site yet), go to stations (here: https://eddb.io/station), type in "hangar" in the "station sells modules" listing and it'll autocomplete to various hangar sizes, pick the 2G, and then down towards the bottom put your current location as the reference system. Then it'll find where an SRV hangar is sold near you.
Only thing I can think of is you have to use a size 2 bay, if you're trying to fill a size 1 it is not possible.

That's most likely the issue, only Equipment shown for the selected Class and below is displayed.
So clicking on a Class 1 Internal (too small to hold a Vehicle Hangar Bay) to browse the Equipment available at a Station will not display it.
So indeed, at minimum a Class 2 Optional Internal must be selected to Outfit.
Clicking on a Class 4 Internal or larger might display 2H, 2G, 4H and 4G Vehicle Hangar Bays, if the Station sells all Variants.
