Where's the button to submit a help ticket?

I go to this page: https://customersupport.frontier.co.uk/hc/en-us

I log in.

It says:
If you are having issues with our store or any of our games, please find a relevant article by selecting from the relevant games below or else use the search function and submit a help ticket.

"submit a help ticket" - that's what I want to do ...but how? There is no clickable link labeled anything like "submit ..." on that page!

I click on Elite Dangerous. It takes me to this page: https://customersupport.frontier.co.uk/hc/en-us/categories/4404016831378-Elite-Dangerous

I don't see a link to submit a ticket there either. I suppose I need tech support, so I click the button labeled "technical support" and it takes me to this page: https://customersupport.frontier.co.uk/hc/en-us/sections/4404016904082-Technical-Support

There's a list of articles, but none of them address my problem - I need to open a ticket! but I don't see a link labeled anything like "submit a help ticket" - ctrl-F "ticket" - no results that are links.

An earlier page said to "use the search function and submit a help ticket" - so I search: https://customersupport.frontier.co.uk/hc/en-us/search?utf8=✓&query=unable+to+transfer+cargo

The search results aren't helpful ...and there's still no link to open a ticket!

What am I missing here???

BTW, the problem I'm having is that when I try to transfer platinum from my FC into a ship, I get a dialog box with an exclamation triangle and dollar sign ... and the transfer doesn't happen. Here's a screenshot of that dialog/error screen.

Only seems to happen with platinum that I mined over the last few days.

I have this happen occasionally while moving cargo for colonization. My observation is that your ship needs to be settled on the carrier deck before you can transfer cargo. At a base level I have decided this could be a server/network issue. The only ways to resolve it seem to be wait for your ship to settle, or I have closed that dialog box and then opened carrier services and that seems to kick start a server update to your client which may be faster than waiting.
 
It's all part of the extended elite dangerous gameplay. At least it's not subject to RNG, yet.

Just to be clear, you've seen that dialog box with the dollar sign?
I'm fairly sure relogging does not fix the underlying issue. I expect that immediately after your relogging the transfer worked, but within a few trips the box popped up again.

I'm pretty sure that the baseline server side issue has something to do with solar systems that have reached their fleet carrier capacity. The only times I have had this issue are when I have jumped my carrier to Ngobe where Trailblazer Faith is located. I'm pretty sure I got the last slot available and then proceeded to have connection type issues until I decided to quit for the night. During that play session I think I had 2 of these error boxes, 1 black adder trying to jump to supercruise leaving my carrier, and 4 orange sidewinders trying to drop into the Trailblazer Faith instance.
