Much of the game is a ridiculous collection of shallow, overly formulaic, mechanisms. However, the fact that this literal approach to C&P seems to emulate the reality that law enforcement is far more interested in finding an excuse to punish people...for something, for anything...than being useful, exercising basic reasoning, or taking context into account, is one of the more believable aspects of this ostensibly dystopian setting.
