Another question is whether it belongs here in the first place.
Even the Off-topic section should have a limit of how far off topic of the Forums it should be allowed to go, IMHO.
Plus that thread ticked all the boxes for being locked. The fact that the debate was interesting isn't an argument.
I personally think that moderators do good by locking the thread that is against the rules, rather than banning people outright. It's self-policing in a way. If there were bans, people would just bicker. But if there is a threat of the thread lockdown, there is always enough people who, rather than bickering, will try to put the debate back on track.
