Why we can't put custom videos on console?

I am very curious why this feature is not allowed on console... wait ! We can do screenshots ! We can also do video recording and editing with the Share Factory (PS5) !
PC players can upload dirty videos if they want (I guess)
I am just wondering why, as a PS5 player, I can't publish custom videos and I have all the tools for that !

Pretty sure that it is to do with both Sony and Microsoft's policies on user created content within games. If you look at modding for games on PlayStation and Xbox quite a lot of mods are not allowed cause they add custom assets which have not been checked/verified to be safe for the console. This has happened with Baldurs Gate, Fallout 4 etc.

I am not 100% sure that this would be the reason but it probably is.
