In theory it should but Microsoft have been known to make some silly decisions. Windows 8 was initialled hated because they did a simple thing like remove the start menu that everyone liked. Even worse, when 8.1 was coming out they promised they had listened to users concerns and stated that they had put the start button back. In fact this was a lie and all they had done is make a permanent button that brings the new start screen back. That's not what users wanted and they knew it!
Fortunately there are many third party applications that give you a menu back and ways of forcing Windows to start on the desktop application to make it roughly approximate what Windows 7 is like.
