Walls around facilities?

Is it possible to cover the walls of a bathroom (as an example) with brick or any other wall material so that it doesn't look the way it does by default? I can't figure out how to do it.

Second - I STILL cannot get the camera to rotate by using the mouse center/scroll wheel. Am I doing something wrong?

Absolutely! Build walls around it! But, no, you can't just change the existing color/texture of the box building.

This was a plain white restroom...

Are you clicking the scroll wheel? You use it like a button, not a scroll, click and hold, then move the mouse around to pan.
