I have slaughtered any number of anarchy tourists and have gathered 20 Smear Campaigns... but have yet to see a single Opinion Poll. Am I just falling afoul of the RNG gods? Or do I have to do the whole bounty/notoriety two-step and murder a bunch of non-anarchy tourists in order to find an opinion poll?

Or just do restore/reactivate missions to tourist or extraction bases - then it doesn't matter who owns them.
Opinion Polls can be found at Anarchy tourist sites, I've collected over 10 of them while doing exclusively Anarchy. But, as others have said, OPs may be more rare at Anarchies due to SCPs also being there in copious amounts. However, personally I still stuck to Anarchies because it's more fun for me to murder everyone (and not bother with notoriety) than hide and risk triggering alarms. At the end of the day it's a gameplay loop and you have to find a way to make it at least minimally engaging for yourself. So if you enjoy "Thief"-like stealth gameplay, then go to non-Anarchies, if you're more a shoot-em up kind of guy, then maybe you'll have more fun in Anarchies, even if it takes longer.
One other thing to bear in mind is the "dry spells", when OPs won't drop for a long time without any discernible reason. People had "dry spells" for as long as a dozen consecutive raids, with OPs appearing in drops afterwards. If you're in a "dry spell", the options are to stick it out and hope for OPs to reappear, or to change location. Neither guarantees anything, it's a roulette.

Any kind of tourist site works. You don't need to commit a crime to check them all; just run into the cabins, check the data ports, and run back out again, and they'll just shout at you but not actually give you a bounty.
Once you've confirmed their presence, you can take more time to sneak in and download them. It only takes 5 seconds, so you should be able to do it no problem.

LHS 1541 did the trick for me, there's an anarchy faction controlled tourism settlement (Edit: Ghatak's Peace) in a non anarchy system.
Consisting of 5 HABs and a bar so 6 data ports to check and there was about a half OP per run.
Land behind the bar and check the bar data port first, clone at least a [1] profile and check the 5 HAB ports, killing the possible inhabitants and eventually checking the unsecured lockers for microchips, lenses and Graphene. Back to your ship, lift off, get into SC, immediately drop out of SC again, return to the settlement... rinse and repeat...
This is without deactivating the settlement alarms so only good for OPs and other unsecured data.
Surely it's dull and mindnumbing but at the end I was done with it.

When I last (and first) checked this, there were three or four people in the bar, so I didn't fancy my chances of escaping detection, hence turning off the settlement alarms in advance seems like a good idea, plus if it turns into a massacre, I can whip out the regulator as well.

One thing is, I was testing what was doable and what wasn't. I hadn't realised there were things they'd let you download, like OPs, and things they wouldn't, like SCs. I thought everyone was far enough away for me to chance downloading two SCs, and immediately found out I was wrong. But even though I had to hightail it from the bar, it looks like the data still downloaded. If that's a glitch, it's one I like.

But, I did find Bell Leisure Resort in Ross 695 which is an Anarchy tourist site with 5 lodges and a bar and is in a Corporate system. I averaged about 1 Opinion Poll per 3 runs, but my last run was a gold mine and I got 3 in one run. Lots of runs gave me none tho.

The real trick, it now seems to me, at least for a single illegal download, is to shield up before downloading, and then immediately run out and onto the roof, by which time the download has finished. Then supercruise and repeat.
Have all my 10 CRs now, and just two away from 10 FAs. Just those darn OPs to get 4 of.

As long as the faction that owns the station is anarchy you will not get crimes reported for murders, thus enabling the murder-hobo technique. BUT, if the faction that runs the entire system is anarchy it seems that Smear Campaigns will spawn instead of Opinion Polls.
So, if you want to murder-hobo your way to 10 Opinion Polls, you need an anarchy tourist settlement in a non-anarchy system.

Ah, right. That might take a bit of looking, but if it improves the odds...
I have noticed Opinion Polls appear more frequently in high security systems, in CMD buildings too, not just HAB's
I've been noticing they are spawning in extraction and industrial settlements as well. I also sell any I find on my FC (Station Nord), so keep an eye out for that on it (should show the market on Inara as well). I've had pretty good luck picking them up quite regularly.
