That reads like there won't be an "Alpha 4.0", just them pushing straight into a Release 1.0...

They want an actual release so that they're officially done with the game - all it took for that desire was pledge-based funding to take a nosedive.
If CIG's going to tap out then this would be the best year for it; all the Verse-refugees can flow straight into Odyssey!

So we will finally see game reviews from major gaming sites? Not looking good CIG!

You mean this entire time they haven't been looking at moving objects? What have they been doing, they do know this is essentially a space ship flying FPS, I mean you can't get much more "moving objects" than that!

There is some good news though...
A large department is trying to figure out basic inventory management. Or in other words: Many people are sitting around idle, poking their noses.

Their financial lore states that CIG has enough reserves to see SC through to a "commercial release", even if other income drops out. The corollary to that is, should the income drop, they would have an obligation to push for a nominal release, no matter the feature list.

SC has been already commercially released, nominally or otherwise, though. It released in Early Access around 2016 according to CIG themselves. Star Citizen is sold as is. Since then CIG probably considers they have zero remaining further obligations since there is no legal, commercial or financial difference at all between early access release or regular release. The only difference is about the dev stated expectations about the quality of the product.

CIG's first obligation is to sell ships for as long as possible...

It's an obligation to themselves, and they take it very seriously ;)

EDIT: That said, I'd imagine their intent to hit a MVP 'SC 1.0' by 2025, as mentioned around the place, is probably a legit internal aim. It just won't go to plan ;)

Oh yeah, much like many other devs also intend to improve their released games and products on an ongoing basis. For as long as it makes business and financial sense for them. None of them have any obligations to do so though.

Unless they want to sell future products. And that's why giving fossils like CIG money up front is especially bad. They don't aim to release any more games.
