If the tooling and processes are old and the system's prone to breakage (which I suspect is the case), the time cost for deploying is understandable. I'd like it to be better, but it's very much an easier-said-than-done thing.

If it's not ready to go live, there's nothing we can do but wait.
And when everyone tries to get in at once, it's going to be total chaos even when it does go live.

It doesn't please me to have to take over a system where cmdrs have already found and claimed and firs footed the bodies, that would erk me forever, I've a system totally mine 500ly out , found, scanned and footed, that's where I'd like to be . That's a lot of wasted resources getting there building a station ever 10ly or so

rather not wasted, but invested. Somehow the economy of your system has to run - and without trade-routes that will be difficult - but yeah, 10 Ly is a little underwhelming
