Is that really a thing? Shocking for a live service game.

It does not prevent playing the game, but you might see on the maps is the state of the background simulation that was valid before the BGS script ran on the servers 12 hours before you check it, at times substantially more. If you're lucky it can update sooner and some UIs do generally update sooner, like the station news and the squadron pages.

Nothing here either - the menu still says the colonization suspended message, contact is still disabled.

It takes time for the update of the contact's status to propagate thru the now 30k+ systems.

It seems that it is not location-dependent but will be visible for everyone at the same time (given that they relog to refresh). It seems that certain systems are turning on before others. At this current moment Laksak's system colonization is on, but Giryak is off. Deciat is on, but Alioth is off. Just keep relogging until it reaches your system and turns on for you.
