the solution is simple, allow the architect to block economy types at the port they dont want, leave the body strength itself alone.
The other possibility is not making planetary economy of a non-matching type apply if you build stuff on or around it that either is something different, or works into one of the economy aspects applied. But that could come with its own problems.

… still, not having tourism always active on a station I want focused on agriculture around a (terraformable) water world, would be nice. I’m sure it would also make some sense to not have the weird quad mix of ELW economy to a colony outpost when you’re focusing on tourism or agriculture (as an example).
 
Some of the build required illegal goods And it's really annoying whenever Brewer Corp block my repair/refuel at OCS; and each time I have to fly all the way to the megaship to pay the fine.

They should, if you have report crimes turned on. A fine doesn't make you wanted so the NPC will get a bounty and become wanted as soon as he fires on you.
they didnt , that mean it's a bug and Fdev should address this
And I dont have screenshot/clip of that instance so if you or anyone want to clarify this issue go ahead and get a fine from BC and see how this fare

If several meters of reduced jump range matter for you, take 2 tons commodities less or lightweight engineer heat sink launcher. Also I have not observed any system where Steel/Titan/CMM are illegal, so you can transfer these several tons in your smuggler ship. My cargo ship can silent run for a while without heat sink (cargo ships normally have no shields and they are relatively cool). Well... I don't remember when I have visited Trailblazer the last time (to take Emergency power cells, Akhenaten is 70ly farther from my location).

I mean that is one of most unimportant "imperfections" in current colonization rules.

Your primary station (the starter one) has Interstellar Factors on it! No primary starport needs illegal goods so your guaranteed to have one in system :)

Combat Stabilizer and Combat weapon depend on type of gov. Those 2 required for T1 pirate outpost & T2 military/security/medical. Before BC took over , every time I got the fine I could just hop to another port in the sytem and paid the fine . But with BC as of now, since they dosh not have any % in any system, so those mega ships is their only contact.

Saw off an external large landing pad from a construction site and duct tape it to an outpost.

In all seriousness i didnt realize you had an outpost primary, ouch. If there are other players with T2/T3 primaries in the local area those will likely do the trick as well.

Do you mean these fines can't be paid to Interstellar or you don't have Interstellar with L pad around? But as I have suggested, just don't collect these fines by delivering with a smuggler ship or make your cargo ship "not scannable". Also I am scanned so rarely, that flying to megaship every time I am scanned while having these things on board (bad luck) is not going to be a big deal. I read many players are continuously interdicted by pirates and scanned all the time. And I wonder why...

currently brewer security can scan you regardless of your ships ability to be unscanned, its part of the bug, just depends on if they feel like scanning you or not, sometimes i get constantly scanned, other times they dont bother for alittle while.

Fines appear tied to the character not the ship, unlike bounties that are tied to the ship.

i got fined in my cutter, switched to my T8 and went to a IF in the next system that had medium pads only and paid off the fine.

Regular security can also scan your ship if it is “hidden”/aka thermals at zero or silent running enabled. They’re just forced to get a lot closer into assured detection range for it and may notice the ship less easily. So it isn’t a magic “I win” button.

It is inconsistent when they do and don’t decide to run a scan though. Sometimes I’ll just throw the brick into autodock and it’ll land without one, then right as I take off after the delivery they proceed to scan.

… I’ve also noticed you can get bounties for Brewer Corp by having a colonization claim active and baiting pirates with cargo in that system (even if you don’t actually intend to complete it). The bounties for those pirates will be for the ‘invisible’ faction, and it’s less fiddly than getting them at or close to construction sites. Though not handed any in yet to see if they increase the reputation with it.

They can but you get warned when they do it. There's a long standing feature in game where you'll get fined docking at stations without being scanned by ships. It doesn't fail your missions if you had any don't get caught smuggling missions. You get no warning and it doesn't care how stealthy you are. You just get fined by the station. That's what is happening to a lot of people here. The security forces can be avoided.

… which I have never experienced even when I manually dock and a security ship doesn’t scan me. The only thing I am even aware of is speeding and bumping into something gets you a fine. Aside from the loitering or trespassing ones you can get for pad blocking/entering without permission.

You probably also just replied to the wrong person, or are agreeing in a somewhat roundabout way.

I replied to exactly who I intended to. I disagree with that person the security forces are for me definitely not scanning and giving a fine on approach. Sure the mechanics technically exist for them to scan you but they're probably not the source of the fines.

If you've never been ghost fined lucky you. It's been a major PITA for me but I suspect I smuggle more than the average player. It's not a very profitable loop but sometimes it's the missions that are available. The same feature just happens to now be pinging people at construction sites.
