So I happened across some interesting information just now. It seems some beta and premium beta backers have the founders world permit. I won't be able to check my permits until after work today to see if I do have it but I figured if put up a poll for beta/PBeta backers. Sorry kickstarters, we know you've got it so please refrain from voting unless you are premium beta or beta.

Just vote whether you've got it (1) or you don't.(2)
Also, it would be helpful if you posted whether you are Standard Beta or Premium Beta.

Bought ED beta access for beta version 1. And I don't have it.

I backed ED during Beta 1. I think that's standard Beta. I do not have the FW permit. A friend of mine, seeing me playing the game (I use a non-Steam shortcut so my Steam client shows that I'm playing ED), decided to pick up the game for himself. That happened at least two weeks afterwards, and he's got the FW permit. We both bought the game during Beta 1, both paying USD 75, so I'm under the assumption that we both backed the same "version."

Technically the only people who should have it by default are the Kickstart backers.

Everyone else can earn one by ranking up - at some point (Dangerous and beyond, hence the name of the game) the Elite Federation of Pilots may contact you with missions and eventually ask you to join.
