It sounds very much to me as if you are firing on targets before scanning them properly, although it could be a bug that needs ticketing, I've never experienced it.
If you shoot a target before scanning it properly, so it shows as wanted, you will get an immediate fine and bounty. So make sure you scan targets fully before shooting at them. Any cops in the area will start shooting you as you are now a wanted criminal.
If you managed to get into a station a few times before without getting scanned by cops or station security outside it, then you have been a bit lucky, that is all. If you have a bounty on your head and get scanned near a station, the authorities take a dim view of felons and will obliterate you.
If you pick up a Bounty head not for a station, but to an Outpost to pay it off. Most Outposts (but not all, for example military outposts) have no security so you can land without danger of being scanned. Alternatively head to an Anarchy system and dock there to pay off your bounty.

ANYWAY, A. I had the one targeted fully engaged, destroyed no bounty. Second one I saw wanted, openned fire got the bounty. Wasn't attacked by the 2 fed ships, the scenario which I was describing with the 4 ships wasn't exactly concurrent with what just happened where I gained bounty, they are 2 seperate incidents. Anyway as I said wasn't attackec by the 2 fed ships when I got the bounty, only after I destroyed the second wanted ship and being scanned by the 2 remaining fed ships did they say I was wanted, and fire on me. They didn't fire on me, that I noticed although they were red to me on my radar, to my knowledge until after both wanted targets were destroyed. I don't know none of this makes sense I want to say bug unless they prove it was legit in which case I haven't a clue period. I have been doing things cut and dry for the past few days only now have I been having the issues like this. Very first time I experienced anythign like this, ironically have another post about it, is when I tested a pulse turret, not a point defense turret, and the turret was attacking anything red on the radar. I was told I had to set the turret to attack current target so I just ditched the pulse turret altogether. This doesn't apply at all to this incident though. I don't know will put in for a bug report on this, soon as I can figure out how :X.

To clarify this even more, just so you understand OP, do not use your KWS to determine if they are wanted elsewhere before just letting the regular scan run. Only if they are wanted in the system where you are are they safe-ish to attack. As mentioned, if they are friendly with the local faction then that can cause you problems, although personally i've never experienced this.
I don't currently have a kill warrant scanner, I just go by the wanted level. So wait let me ask this then, if it says on the regular sensor scanner, NAME, ship, wanted/clean, and they are wanted does this mean they can be clean with a specific faction and if so if they are hanging out with federation ships theres a chance they are clean with them? This is getting even more confusing now :/.
