I have yet to see a high security system in ED. The security forces are nothing but a bad joke.
My trading ship is armed to the teeth and has good shields. That means less cargo and profits, but at least I won't be owned by every wannabe Blackbeard of the galaxy.
You will be owned by a pirate in a Python....best just handing over a small portion of your cargo

If you all are going to hunt a target like that, perhaps team up.
Bring a wake scanner and a partner in a fast cobra with an interdictor on it.
Have the cobra approach the site with an A grade interdictor and sit outside while the combat troops go in. If they jump out for in system runaway, the cobra can grab them. If they system jump, wake scan and have someone intercept as the rest head there - calling where is important especially if you have someone sitting in phase-shift outside - they don't have ramp up time to jump systems so can be moving while others gear up to go get them.
Just work as a team and you should be able to nail about anyone that way.

You don't need a wake scanner to enter the same low wake as a friend. Just high energy wakes.
Doesn't look like he has enough power to use chaff.
He's also using gimbled weapons.
I say interdict him, hit chaff and drop his shields with a couple of beams, then hurt his PP

Just be aware he deselects a target to make his gimballed weapons shoot straight when affected by chaff
