Trying to find SOME way of legitimate combat.... Good grief. Every time I "bounty hunt" (the one advertized way of fighting without becoming an outlaw) the cops attack me. So I go where there are no cops. Except there are cops. Lots of them. Everywhere. I went to an "unexplored" deep space anarchy resource extraction site. Full of npcs (not sure how exploration actually means anything). A pirate scanned me so I attacked him after scanning him with my bounty scanner. All of a sudden, system authority vessel is attacking me too. This happens everywhere I go. Because it's anarchy, I can kill the system authority without getting a fine. But if they scan me and I have stolen goods (picked up from legitimate bounties) then I get a fine. Sigh.

I'm not really sure this is a bug, so much as the game having poorly-executed systems.
If you have any loot that you did not purchase from a market, you are considered to be carrying contraband.
What you are expecting is "anything I find floating in space, or dropped by a Pirate, is mine."
However, the game treats it as "if you did not pay for it, you are carrying smuggled goods and can be attacked."
It's really, really stupid. I literally do not pick up ANYTHING floating in space, because it's more hassle than it is worth.
